Measures for the Supervision of Inbound and Outbound Luggage and Articles by the Customs of the People's Republic of China 

(General Administration of Customs Order No. 276)

(Announced by Order No. 276 of the General Administration of Customs on February 17, 2025, to be implemented from April 1, 2025)



Chapter 1 General Provisions

Article 1: In order to standardize customs supervision of inbound and outbound luggage and goods, maintain national security, and facilitate port clearance, these Measures are formulated in accordance with the Customs Law of the People's Republic of China, the Customs Law of the People's Republic of China, the Law of the People's Republic of China on the Quarantine of Import and Export Animals and Plants, the Law of the People's Republic of China on Frontier Health and Quarantine, and relevant laws and administrative regulations.

Article 2: These Measures shall apply to the supervision of inbound and outbound luggage and items by the customs.

Article 3: Inbound and outbound luggage and items shall enter or exit through the location where the customs is established.

In special circumstances, if luggage and items entering or leaving the country need to temporarily enter or exit through a location without a customs office, customs procedures shall be handled in accordance with the provisions of these Measures after approval by the State Council or an authorized agency of the State Council.

Article 4: Entry and exit personnel may handle the procedures for the entry and exit of luggage and items with the customs on their own, or they may entrust others to handle them.

Article 5: Inbound and outbound luggage and items shall meet the requirements for reasonable personal use; If the quantity exceeds the reasonable self use quantity, customs procedures shall be handled according to the goods.

Article 6: The luggage and items carried by inbound and outbound personnel shall comply with laws, administrative regulations, the provisions of the State Council, or the provisions authorized by relevant departments of the State Council based on laws and administrative regulations.

Entry and exit personnel are not allowed to carry luggage or items that violate national prohibitive management regulations.

Individuals carrying luggage and items subject to national restrictive management regulations entering or leaving the country shall comply with the limit and quantity requirements, and submit permits and other supporting documents in accordance with the law.

Article 7: Customs shall strengthen the innovative application of modern science and technology, and enhance the level of informationization, digitization, intelligence, standardization, and convenience in the supervision of inbound and outbound luggage.
